HG Elektro cooperated with the municipality of Tetín on design activities.

The Czech Republic's energy sector has undergone a significant transformation in recent years. Based on international agreements and various plans, measures are being introduced that share common goals: reducing climate impact and increasing energy efficiency.

These include, for example, replacing fossil fuels with low-emission energy sources, emphasizing the development of renewable sources and nuclear power, electrification, increasing the energy efficiency of buildings, etc.

One specific tool for achieving these goals is battery energy storage systems (BESS). These are large-capacity electrical energy storage systems that can be connected directly to the distribution network or installed in industrial facilities, for example.

The purpose of the operation is therefore to store energy and use it when needed. The specific technical characteristics of BESS are short response time, rapid ramp-up to full power, and limited capacity. For these reasons, BESS technology is also used for so-called transmission system power balance support services (ČEPS a.s.), where BESS is connected via the distribution system (e.g., ČEZ Distribuce a.s.).

The amendment to the Energy Act approved in 2025, known as LEX OZE III, introduces new key concepts: accumulation, flexibility, and aggregation. This amendment also provides legislative support for battery storage connected to the energy grid. These are so-called stand-alone storage facilities or BESS in combination with another production source (e.g., photovoltaics), where their purpose is to provide power balance services.

Due to its location near the Beroun-Tetín substation, the municipality of Tetín became a sought-after location for investors with these plans last year. However, as the representatives of this municipality are not lacking in the will to do new and bold things, they launched their own project plan called Tetín, Modrý lom – BESS at the beginning of 2025. A working group consisting of the municipality of Tetín (Ing. Martin Hrdlička), Technické služby Tetín s.r.o. (Ing. Tomáš Báča), and HG Elektro s.r.o. (Ing. Alena Sýkorová and Ing. Jiří Škrleta) began working on a comprehensive solution for the project based on two studies by independent companies. We are focusing in detail on the technical aspects of the project (connection, technologies used) and the economic aspects (initial costs, operating costs, revenue forecasts, and operation via an aggregator). Information on the development of the entire project is regularly consulted with the municipal council and directly with residents.

This is an investment in the tens of millions of CZK, the implementation of which entails a number of risks associated in particular with current market developments in prices for the services provided. Price forecasts, especially in recent months, indicate a possible decline to a level that would not ensure the required profitability. The increased risk can be eliminated, for example, by alternative use of BESS for energy supplies to other entities or by transferring the project.

Regardless of the final decision on the implementation of the project, on behalf of HG Elektro s.r.o., I would like to express my gratitude for the opportunity to participate in this interesting project, and I wish the municipality of Tetín many more great ideas and implementations, not only in the energy sector.
